Overview
The Mutual Evaluation Reports across the East African Region have revealed low understanding by reporting persons on the areas of Terrorism Financing (TF) and Proliferation Financing (PF). It is generally felt that reporting persons could not appropriately mitigate TF and PF risks due to the common limitation in assessing TF and PF risk. The limited understanding of the TF and PF and Combating financing of terrorism (CFT) and combating proliferation financing (CPF) obligations are felt to have resulted in the subdued reporting of TF related suspicious transaction reports which is not consistent with the TF risk profile across East Africa.
This session builds aims to bring into perspective how reporting persons can better understand the TF and PF risks as well as the CFT and CPF obligations and how reporting persons can support supervisory activities and better implement transaction monitoring mechanism.
