AFC in Practice: Mastering Client Lifecycle Management

Over 35 years of experience in audit assurance and advisory within the financial industry with focus on technology, AML, credit and operational risks with current focus on corporate governance with the attainment of the Singapore Institute of Directorship Accredited Director certification. A veteran in assurance, risk and governance with exposure in global banks and leadership experience over the decades help shaped the strategic thinking mindset. Understanding regulatory requirements and expectations, adopting the principle of doing the right thing and embracing the philosophy that “change is the only constant”, remain the ethos of my 35 years’ career.

Cynthia holds CAMS and CAMS-Audit certifications apart from others like CIA, CFSA, CA(Singapore) and CISA.

Garry is a seasoned bank professional, having worked in AML/CDD, Frontline RM Sales, Business Management, Project Management and Credit Analyst Teams for over 20 years.

He is an experienced presenter and Qualified Chartered Accountant and CAMs Specialist, who has worked in U.K. and Hong Kong for various Global Banks – HSBC, Morgan Stanley, Standard Chartered and is currently the Asia Head of Financial Economic Crime, Operations Team, for Rabobank.

In his past roles, he was a Corporate RM for HSBC, as well as a Director for Standard Chartered, focusing on Business Management and Global Project rollouts, before specialising in AML/CDD for over 10 years.

In his current role with Rabobank, he is responsible for the Onboarding, CDD, Transaction Monitoring, Name Screening, Offboarding and Quality Assurance Teams in HK, China, Singapore and India. His team is responsible for the end to end life cycle management of clients, ensuring that all regulatory requirements are adhered to for all the local Asian regulators, as well as European DNB regulators.

He is a member of various committees for his current bank, and is also heavily involved in: sanctions adherence, fraud investigations, SIRA assessments, back testing and tuning for TM scenarios

A former Deputy Public Prosecutor with the Commercial Affairs Department (CAD), Ministry of Finance, Singapore, and Litigation Partner with Drew & Napier, Ros joined the United Nations Compensation Commission in Geneva as a Senior Legal Officer to review and recommend claims for compensation by individuals and entities impacted by the Iraqi invasion and occupation of Kuwait in 1990-1991.  In 2005, Ros returned to Singapore and joined the Financial Sector. She started with Citi Private Bank (CPB) as a member of the Global AML Team, and was responsible for the review and development of globally consistent CPB AML policies. Her role subsequently became regional to include oversight of the AML controls for Consumer and Corporate Banking. In November 2010, Ros joined Citi’s Internal Audit. As part of the CPB-Asia Audit team, she has audited various controls and processes of private banking, as well as the trust and brokerage business, with special focus on AML/CFT controls. She returned to her former AML advisory role when she joined Standard Chartered in November 2013 as the Country Head of Financial Crimes Compliance for Singapore.  In 2018, she joined Bank Julius Baer Singapore as the AML & KYC Head. 

Ros was with the ACAMS as Regional AML Director – APAC (October 2020- December 2021).  In January 2022, Ros joined Binance Global Compliance where she reviewed and rolled out the suite of global AML policies and procedures for this cryptocurrency platform.  In September 2022, she returned to the banks and is now the Country Head of FCC Compliance with CIMB Bank Berhad, Singapore.  In her current role, she is reviewing and enhancing the AML/CFT policies and procedures and renders advice on FCC controls and processes. She also supports the development and delivery of customised AML/CFT training for CIMB Singapore. Ros holds a Masters in Law from Columbia School of Law, New York.  Ros has been CAMS-certified since 2009, and a CAMS-certified instructor since 2018.
