Jo Brown is a regulatory compliance enthusiast that specializes in AML compliance. Jo is a Senior Regulatory Consultant with the U.S. Advisory Services Compliance Management System and Regulatory Consulting practice at Wolters Kluwer. Jo has over 20 years of experience in the financial services industry in roles such as Deposit Compliance Officer, Bank Secrecy Act Officer, and Chief Compliance Officer for regional retail banks and mortgage companies. In addition, Jo has served as Compliance Consultant to mortgage brokers nationwide. Jo has a BS in Psychology from Texas A&M University and is a Certified Anti-Money Laundering Specialist and Certified Mortgage Compliance Professional.

Richard Mulder is a Board Member for the ACAMS Greater Salt Lake Chapter with over 13 years of experience in financial services, specializing in AML governance, risk management, and compliance. He currently serves as the FinTech BSA/AML Oversight Manager at First Internet Bank, where he partners with executive leadership to conduct in-depth risk assessments, oversee BSA/AML/OFAC/Fraud programs, and ensure regulatory alignment with federal laws and internal risk frameworks. Richard also serves as a subject matter expert to the BSA/AML Oversight Committee and executive stakeholders, providing recommendations for program enhancements and strategic solutions. 

Previously, Richard served as BSA/AML Reporting and Oversight Manager at American Express, where he led the development of advanced reporting tools, improved regulatory adherence, and conducted in-depth risk assessments to enhance operational efficiency. He also held the role of Chief Compliance Manager at Credit Corp Solutions, Inc., where he oversaw regulatory compliance, conducted audits, and implemented compliance manuals that elevated operational standards. 

He holds a Certified Anti-Money Laundering Specialist (CAMS) certification and excels in utilizing data analytics and technology for regulatory reporting and risk mitigation. 

Richard obtained his Bachelor’s in Business Management at Brigham Young University. In addition to his professional expertise, Richard is a published author of a science fantasy series and the owner of SciFan Media, where he provides promotional services for authors. He enjoys spending time with his beautiful wife and their five children—three boys and two girls—who bring joy to his life.

Dustin J. Eaton is an accomplished executive in risk management and fraud prevention with nearly two decades of experience across the financial services landscape, spanning traditional banking and fintech. His expertise encompasses fraud detection, compliance, AML/CFT, and regulatory oversight, with a proven track record in managing and mentoring global teams, developing innovative policies, and implementing comprehensive compliance frameworks. Currently serving as Principal, AML & Fraud at Taktile, Dustin has also contributed as an ACAMS faculty member, guiding professionals in certifications related to financial crime and sanctions. A published thought leader, he has authored multiple articles in ACAMS Today, sharing insights on emerging trends and best practices in financial crime prevention. Recognized for strategic leadership and effective cross-functional collaboration, he has successfully led major fraud prevention initiatives, automated processes, and enhanced client onboarding practices, all aimed at mitigating risk while fostering operational efficiency.

Justin Masterman is an experienced AML Officer with diversified experience in the development, implementation, and administration of AML/CFT and Fraud Compliance Programs. His expertise comes from a decade of service in traditional banking and fintechs. He has a proven track record of effectively responding to regulatory changes, managing and leading teams, implementing practices of a robust compliance management system, and believing that a well-informed team is the best line of defense against fraud and financial crimes. This commitment extends to direct contributions to the continuous improvement of compliance, AML, and Fraud programs within the organizations served. Currently serving as the BSA Officer for Celtic Bank Corporation, Justin has been recognized on several occasions by law enforcement through FinCEN for alerting agencies of financial crime, as well responsible for creating global AML/CFT, Sanctions, and Fraud Compliance Programs for start up fintechs.

Carl Behunin is VP BSA Officer for Bank of Utah. Prior to his current position, Carl was AVP of AML Operations with Bank OZK in Little Rock Arkansas.

Carl is CAMS certified and has been in banking for more than 20 years, including time in retail operations, fraud operations and BSA.  He has worked at many large financial institutions, including Regions Bank, BBVA, Zions Bank and Bank OZK, and has brought that large institution compliance framework to Bank of Utah.

Carl earned a bachelor’s degree in Mass Communications/Electronic Journalism from University of Utah and a Master of Public Administration from Arkansas State University. When not working, Carl enjoys playing basketball and golf, attending plays with my wife, and being at all the various activities of my two kids.
