Joel Cook was appointed as Chief Compliance Officer, Asia & Functions on 1 January 2022. In this role Joel acts as Head of Conduct, Financial Crime and Compliance (CFCC) for the Group’s Asia region, and as Head of CFCC Advisory coverage for Group Functions (including Transformation, Technology & Operations, Treasury, Finance, Risk, HR).
He manages a team of 1,000 compliance professionals across twenty plus locations. He is responsible for oversight of the execution of various financial crime, conduct and compliance frameworks across Asia Region and as applicable to Group Functions.
Prior to this role, Joel was appointed as Head of CFCC Advisory, Technology & Innovation, Operations and Functions from October to December 2021. He oversaw the delivery of advisory compliance coverage to the functions of the Bank, including Technology & Innovation, Operations, Finance, Risk, HR, and Global Business Services.
Joel has been with Standard Chartered Bank for over 13 years, having performed a number of roles including in Financial Markets compliance, running the Compliance Surveillance function and heading Corporate, Commercial & Institutional Compliance for Greater China North Asia, operating from Singapore and Hong Kong.
Joel has a wealth of experience spanning over two decades in leading compliance teams across advisory, surveillance, monitoring and risk framework disciplines gained from operating in London, Singapore, and Hong Kong.
Joel holds a LLB Hons degree from the University of London, Kings College, and BA Hons in History & Archaeology from University of London, Birkbeck College.
